Naval Base Kitsap is the regional training site for the Command Financial Specialist Program. This program emphasizes personal financial responsibility and accountability by providing basic principles and practices of sound money management, counseling tools, and referral services. The Command Financial Specialists (CFS) are trained to assist members and families of their commands/departments. This training is held quarterly at the FFSP.

Financial counselors through the CFS and the Navy-Marine Corps Relief Society are available to help individuals and families experiencing money management problems. Information and assistance is available through classes such as basic budgeting, car buying, home buying, investing, teen money management, budgeting for baby classes, and managing credit. Help is available! Don't wait until you have an emergency to seek help.

Most people moving into the area will be spending some time in the Navy Lodge or a local hotel/motel before locating permanent quarters. Be prepared for this expense,. You may be eligible for Temporary Lodging Expense (TLE), check with your local PSD for information about TLE. It is important that you check with Navy Lodge for availability before going out in town and renting a hotel room. If Nay Lodge is full you can request a Letter of Non-availability to allows you to stay in a local hotel and be reimbursed for that hotel expense. Your other moving allowances include Dislocation Allowance, Mileage, and Per Diem. Plan to attend a Smooth Move class before departing your current command or seek information from your command pay officer concerning the pay and allowances for PCSing members and families.

Try to avoid using Advance Pay if possible, it is only a short-term loan and must be repaid! Set up a budget for your move. Financial assistance is available to those experiencing money management difficulties through the Navy-Marine Corps Relief Society. The American Red Cross is available to assist service members experiencing financial emergencies during a PCS move and can be contacted at  1-877-272-7337 and are available 24/7.
