The EFMP Family Forum is a place to identify and champion issues of our special needs families at Camp Pendleton, offering ideas, promoting creativity, integrating work, and problem-solving. This committee will allow for greater coordination and collaboration in accessing quality support services.
Who is invited?
An open forum for all EFMP Families to address systemic issues and concerns that affect Exceptional Family Members attached to Pendleton. This is also an opportunity for families to network and learn about current trends, opportunities, and resources. As members of our community, families have the chance to discuss matters and extend recommendations that will enhance the quality of life for our EFMP community.

The EFMP Special Needs Forum meets quarterly. Please contact the nearest EFMP office for specific dates and times.
How can I get involved?
All EFMP Families are encouraged to attend. These meetings are scheduled on a quarterly basis. If you are unable to attend, please forward your concerns and requests to your assigned Family Case Worker or e-mail at [email protected].

EFMP Respite Care Reimbursement Changes
Effective Oct 1, 2013
Since 2008 and our groundbreaking efforts to reorganize and improve the Exceptional Family Member Program (EFMP), our enrolled families have grown from 4,500 to 8,700. Reducing enrollment stigma and improving quality of care were key imperatives. EFMP initiated respite care in 2008 to support the impact of a wartime operational tempo and the particular impact on families who support a family member with exceptional needs. Since initiation, we have reimbursed more than 1.7 million hours of respite care, and know that this program has been valued and appreciated by enrolled families. Family efforts will always be focused on connecting to care and obtaining the services required by their exceptional family member; however, we must restructure our respite care benefit to preserve reimbursement for Level of Need (LoN) 3 and 4 families as we transition from wartime to peacetime capabilities and funding.Effective Oct 1, 2013, the following changes will be in effect:(1) EFMP enrolled Marines with an (LoN) 3 or 4 EFM will continue to be eligible for respite care.
(2) Marines with an LoN 1 or 2 EFM will no longer be eligible to use respite care.
(3) Age typical sibling reimbursement will no longer be included in the reimbursement formula.
(4) Adult EFMs will no longer be eligible for reimbursement of their age typical children.
(5) Total respite care hours will be reduced from 40 hours per month, per family to 20 hours per month, per family.
(6) Adults EFMs who are LoN 4 will remain eligible for respite care for themselves.
EFMP enrolled families who have registered to use respite care at their current installation will receive a letter from the installation EFMP office. This letter will contain specific information regarding continued eligibility for respite care and changes to reimbursement rate(s).

EFMP Base Installation Respite Care Reimbursement Program
The Respite Care Reimbursement Program is intended to reduce stress on sponsor families by providing temporary rest periods for family members who care for those who have special needs. Families assigned to the Camp Pendleton EFMP with EFMs identified as Level of Need (LoN) 3 or 4 can receive up to 20 clock hours per month of respite care, at an authorized rate. After verifying eligibility & authorized rate for the Respite Care Reimbursement Program, families may choose their own certified provider (Proof of certification & signed hold harmless agreement must be provided to our office prior to care), pay their provider for respite care hours, & then submit their original receipt, reimbursement log, & standard form 1164 to the Camp Pendleton EFMP office within 60 days to receive reimbursement.

EFMP DD 2792 Reimbursement
The Marine Corps Exceptional Family Member Program is a mandatory enrollment program designed to coordinate the permanent change of station assignments for active duty sponsors who have a family member with special needs. When Marines are assigned to locations where their family members have access to required care, it allows the Marine to focus on the mission, enhancing the individual and family readiness.
Marines and families often contact EFMP with recommendations about how the program can better support families and we value this communication. Several months ago, families began notifying EFMP that some TRICARE authorized providers were charging for completion of the DD Form 2792. This form is used across the Department of Defense to identify the medical requirements of family members for the purpose of EFMP enrollment. Enrolled families must also submit an updated form every three years to ensure that the most current information is available for EFMP assignment review.
As we investigated, we learned that network providers cannot receive TRICARE reimbursement for the time associated with the completion of this form and therefore passed the cost to the individual family. Additionally, we have learned that absent regulation, authorized provider charges to families are inconsistent, and in some cases, cost-prohibitive for families.
The Marine Corps believes that families should not bear the cost of form completion to comply with a DoD-mandated program, and we have instituted a reimbursement process, retroactive to October 1, 2014. We have authorized reimbursement at actual cost, up to a maximum of $200/package, whichever is less. We recognize that some providers are charging more than the $200/package, however, with education, may reduce their charges to align with our reimbursement. In some cases, providers have been charging less than the maximum amount authorized by the Marine Corps; we commend them and encourage them to keep their rates consistent. EFMP-enrolled Marines who are interested in pursuing a reimbursement should contact their assigned EFMP office for assistance.

ECHO supplements the basic TRICARE program by providing financial assistance for certain services and supplies to qualifying beneficiaries. The services available under ECHO vary depending on the needs of the beneficiary.

Military I.D. Card for Adult Children
Military dependent children may be eligible for a lifetime I.D. card after age 21 due to pre-existing medical conditions. The child must be incapable of self-support.
